Office of the Chair

On September 27, 2017, the Cabinet appointed Mtre Patrick Simard as Chair of the Tribunal administratif du logement, effective October 2, 2017.

Mtre Patrick Simard is the ninth Chair of the Tribunal administratif du logement to hold the position. Mtre Simard entered into the service of the Tribunal administratif du logement in 2007 as an administrative judge. He was subsequently appointed as Vice-Chairman, adjudication, on May 11, 2017.

FUNCTIONS OF THE CHAIR

The Chair is charged with the administration and general management of the Tribunal administratif du logement. In addition, the Act respecting the Administrative Housing Tribunal entrusts the Chair with the mandate of fostering the participation of administrative judges in the formulation of guiding principles for the board so as to maintain a high level of quality and coherence of the Tribunal’s decisions.

The Chair’s mandate also involves seeing to the observance of standards of ethical conduct and promoting the professional development of the administrative judges. The Chair gives his opinion to the Minister on any matter that is submitted. He analyses the effects of the carrying out of the Act and submits to the Minister any recommendation he considers expedient. The Chair also ensures follow-up of the defence of the Tribunal’s jurisdictional interests before the courts of law in all proceedings involving the jurisdiction of the Tribunal.

The Chair sees to the application of the Act respecting Access to documents held by public bodies and the Protection of personal information. He acts as responder responsible for the board as regards regulatory and administrative relief as well as in matters of ethics. Lastly, he ensures the follow-up of the matters and meetings of the board of directors and the meetings of administrative judges.
