If you wish to file an application with the Tribunal administratif du logement, three possibilities are available to you. You will have to pay costs. Note that the costs exigible vary depending on the nature of the application.
All types of applications, apart from an application for authorization to convert an immovable to divided co-ownership, may be filed online using the features to submit an application in PDF format or a batch of applications in PDF format.
Filing your application on-line saves you time and travel costs. You must fill out the form on-line and pay the costs directly using a secure payment platform.
Form of payment accepted: credit card.
First, you will receive a transaction confirmation by email.
You will then be emailed a copy of your application form bearing your file number. Once you have this form, you must serve your application (the copy bearing the file number) on the other party.
Proof of notification and a list of the exhibits in support of the application must be filed in the record of the Tribunal within 45 days of the application being instituted.

If you have software creating PDF applications automatically, you can use the tool for filing batches of applications (in French only).
NOTE : For applications to fix rent in the amount of $600 or less, you cannot file your applications in a batch.

You can file your application by mail. Fill out the form on-line, print and sign it. You must enclose with your application a certified cheque, postal money order or bank draft made out to the ministre des Finances du Québec.

You will be mailed your application form bearing your file number. Once you have this form, you may then make a photocopy in order to serve your application (the copy bearing the file number) on the other party. Proof of notification and a list of the exhibits in support of the application must be filed in the record of the Tribunal within 45 days of the application being instituted.
You can file your application directly at one of our offices. Fill out the form on-line, print it and sign it. Next, go to one of our offices to file your application and pay the costs.
Making an appointment

The information on your form will be entered into our computer system. After you have paid the costs, a file number will be placed on your form. Once you have filed your application and a file number has been assigned, you must then serve a copy of your application on the other party.
