IMPORTANT! – Before completing the application form for a videoconference hearing, you must read ALL of the information below.

OFFER TO PARTICIPATE IN A VIDEOCONFERENCE HEARING

Due to the current public health emergency, the Tribunal administratif du logement offers those who will be participating in a hearing the possibility of doing so from their own homes, using the Zoom videoconference application.

Anyone who would like to avail themselves of that possibility must complete the form below.

However, please note that just because you complete the form, it does not guarantee that you will be able to have the hearing by videoconference. In fact, certain constraints may mean that it is not possible for you to participate in a videoconference hearing. In that case, the Tribunal administratif du logement will inform you of that fact and you will have to go in person to the hearing to participate.

Please note as well that it isuseless to complete the form if the hearing date has not yet been set since, in particular, you must indicate the hearing date on the form.

EQUIPMENT REQUIRED AND INDIVIDUAL ABILITY TO USE IT

Before completing the form to inform the Tribunal that you wish to participate in the hearing by videoconference,you must make sure that you have all of the necessary equipment to do so, including, in particular:

• a computer, tablet or smart phone;
• a microphone;
• loud speakers or headphones/earphones;
• a sufficiently powerful Internet connection.

You must also ensure that the equipment is fully functional and that you will be able to use it without difficulty or constraints when the time comes.

It is important to understand that at no time will employees of the Tribunal provide you with technical advice or technical assistance . It is entirely up to you to be able to use your computer equipment and the required application without any help when you join the hearing.

So that you can make sure of your ability to join a videoconference, before completing the form, you will be asked to carry out a connectivity test using the Zoom application (see below).

It is important to know that, on the day of the hearing, your inability to join the hearing or to fully participate in it because of the incompatibility of your equipment or your inability to use it correctly could be considered by the Tribunal as an absence from the hearing. If so, the Tribunal could proceed in your absence or strike the case .

CONFIRMATION OF THE POSSIBILITY OF PARTICIPATING IN A HEARING BY VIDEOCONFERENCE

Once the online form is completed and sent to the Tribunal, you will receive an acknowledgement of receipt by email.

In the days that follow the acknowledgement of receipt, you will receive another email from the Tribunal administratif du logement indicating whether or not you can participate in the hearing by videoconference. That is why it is important to check your email regularly (including your Spam folder).

Where appropriate, the Tribunal administratif du logement will send you the link so that you can join the hearing. Before that hearing, it is strongly recommended that you read the  Guide du participant à une audience Zoom (French only).

Please note that you must be present in person at the scheduled hearing if, regardless of the reason, you do not receive a confirmation from the Tribunal administratif du logement, you do not receive the link enabling you to join the hearing, or you are unable or no longer able to join the videoconference hearing .

FILING OF DOCUMENTS WITH THE TRIBUNAL BEFORE THE HEARING

When your participation by videoconference at a hearing has been confirmed, you must file with the Tribunal, without delay, the documents that you plan on using at the hearing.

Those documents must be filed online to ensure that they are processed quickly and efficiently. To do so, go to the Tribunal administratif du logement website, select the “Online Services” tab, then the “Transmission of Documents to the Tribunal” option.

PRESENCE OF WITNESSES

If you plan on having witnesses appear at the hearing, you are invited to inform each of them of the possibility of testifying by videoconference, from their respective homes. However, if applicable, each witness must individually complete the form for that purpose.
